Cook meat, water, and salt at medium-low about 2 hrs. Shred. Marinate meat in dry cooking wine, olive oil, lime juice, and spices at room temp for 20 min.
Cook macaroni al dente. Set aside. Melt butter. Whisk in flour. Whisk in milk and bouillon for 1 min. Add cheese and stir until melted. Add in pasta and stir to combine.
In a skillet, heat 1 tbsp oil. Sauté onions until tender then add beef. Don't crowd the pan. Pan fry for about 10 minutes, until the beef gets crispy. Transfer to a plate.
